Course aims

Course Objectives
The aim of the course is to create the prerequisites for the student:
- to acquire a systematic overview of the structure, typology, and operating logic of state governance institutions;
- to develop an analytical framework for understanding the relationships between administrative cultures, the constitutional order, and levels of governance;
- to develop a critical understanding of the necessity of governance reforms, including the impact of digital transformation and artificial intelligence on institutional arrangements;
- to develop a reflective attitude toward communication between institutions and civil society and toward the ethical aspects of governance.

Brief description of the course

Political institutions and the methods for studying them. The constitution and forms of state.
Typology of representative bodies and parliamentary work organization. Types of governments and decision-making processes. The structure of the administration and the typology of government agencies. Digital governance and the impact of AI on institutions. Administrative cultures and ethics. The principle of subsidiarity and cooperation between levels of governance (central and local levels). Administrative reforms and sustainable governance.

Teaching Methodology and Assessment
Approach to learning: Active learning based on the contemporary approach to learning - lectures alternate with analytical seminars, reading checks, and problem-solving tasks in groups.
E-learning:
The course uses a systematic e-learning environment and online sessions, supporting the student's self-direction.
Outcome-based examination.

Learning outcomes in the course

Upon completing the course the student:
- analyzes and compares different governance models and the roles of governments, drawing on contemporary theories of political science;
- assesses the impact of administrative reforms and changes in governance arrangements on the stability and efficiency of society, taking into account the principle of subsidiarity;
- explains and communicates complex governance processes and institutional relationships to different target groups, including citizens;
- identifies the potential of the digital turn and artificial intelligence in modernizing the work organization of institutions and proposes solutions for increasing the sustainability of governance;
- reflects critically on the role and responsibility of institutions in ensuring ethical and open governance.
