Brief description of the course
The course defines the public sector and gives an overview of the changes in public sector management compared with the changes in private sector. Public sector reforms are also under consideration as well as different sub themes of public management, i.e. consumer (citizen) orientation in the public sector, cooperation between the public, private and non-profit sector, between strategic, performance and quality management. Emphasis is also on the topic of public finance and human resource management.
Learning outcomes in the course
Upon completing the course the student:
- has knowledge of the variety of definitions and meanings of public management and the public sector;
- has ability to read public management textbooks in Estonian and in English;
- has ability to collect information and solve tasks and case studies related with the topics of public management.
