Brief description of the course
Public policy-making: interests, institutions and governmental levels. Estonian public policy in the context of the European social model. Role and relations of the public, private and non-profit sector in provision of public services. Resources of public policy: types and principles of securing them. Financing public policy. Taxation policy. Public policy as redistribution – public goods, social services and transfers. Main public policy areas: social policy, educational policy, housing, environmental policy.
Individual work with academic and legal texts, statistical analyses.
Learning outcomes in the course
Upon completing the course the student:
- has knowledge of the main policy-makers in Estonia, skills to analyse their views and actions;
- has knowledge of the main indicators of Estonian public policies;
- has skills to analyse social impact of policy results.
