Course aims

The aim of the course is to give students who have just started their studies an overview of the main problems of public administration and management and functioning of the public sector. At the end of the course, the students should have a clear understanding of what public administration is and how it functions.

Brief description of the course

The course design is a matrix, meaning that theoretical problems and their solutions in different state administrations are viewed in lectures and instead of giving a wide overview, each theme is treated in depth.
During the course students will visit several state institutions.

Learning outcomes in the course

Upon completing the course the student:
- has systemic knowledge of Estonian administrative and government system;
- has ability to formally evaluate the real processes taking place in Estonian politics;
- has ability to analyse main problems related to functioning of Estonian government institutions.
