Course aims
The course provides an overview of the basic issues of constitutional, state and administrative law, aiming to develop an understanding of the operation of basic order, central concepts and topics in public law, as well as an experience in writing and presenting a thematic paper on public law.
Brief description of the course
Theoretical foundations of constitutional, state and administrative law. Constitutional values, principles and institutions, fundamental rights, freedoms and obligations. Constitutional institutions. System and institutions of governance. State: concept, development, basic features, sovereignty, state in the system of international law. Legal development of the Republic of Estonia. People: the concept, relations between people and state, legal realisation of subjectness, citizenship and other legal statuses of persons. Basic rights and human rights. Interpretation of the constitution and operation of constitutional courts. Course-related topics in international law. Topics of administrative law.
Learning outcomes in the course
Upon completing the course the student:
Understanding of the operation of basic order;
Central concepts and topics in public law and the ability to work with these proactively;
Experience in writing and presenting a thematic paper on public law.
