Course aims
To create opportunities for:
- understanding, analysing and assessing the impact of the context and trends of the education policy of the European Union on the Estonian educational system;
- assessing the impact of education policy on a specific educational institution, educational workers and the meaning of education;
- understanding their own role and opportunities as leaders for shaping and implementing education policy at different levels of the educational system.
Brief description of the course
Educational systems of EU countries, parties to education policy and comparison of the Estonian education system with other countries. Different levels of governance of education systems and their challenges in Estonia and other countries in Europe. Shaping education policy, education reforms and their implications in Estonia. Europeanising and globalising educational landscape. Current issues in education policy in the European Union and Estonia.
Learning outcomes in the course
Upon completing the course the student:
- critically analyses EU and global education policy trends and understands their impact on the educational system of Estonia;
- understands education policy trends and their connections with the socio-cultural environment;
- is able to assess the impact and implementation of education policy at a particular level of the educational institution;
- understands their own role in implementing education policy;
- is prepared to continuously monitor education policy initiatives and participate in debates in a proactive manner.
