Course aims
To give an overview of how Estonian politics and government system of Estonia function: central problems and conflicts. To look at different fields related to political system and contact points of Estonian society and to discuss the problems.
Brief description of the course
Estonian society and history – mentality and the roots of current questions. Main logic of Estonian transition. Estonian society – the main conflict points and uniting factors. Stratification and social problems. Political culture. Civil society. Influential interest groups and their role in politics. National matters. Elite and its evolution. Parties. Governmental institutions: Parliament. Governments. Public service and civil service. Estonian administrative culture. Local governments. A welfare state and its features. Estonia and the European Union. The Republic of Estonia in the broader international context. Estonia in the globalising world – perspectives and future.
Learning outcomes in the course
Upon completing the course the student:
- has knowledge of the main policy-makers in Estonia, skills to analyse their views and actions;
- has knowledge of the main indicators of Estonian public policies;
- has skills to analyse social impact of policy results.
