Brief description of the course
Content of studies:
Basic concepts: public policy, governance, policy cycle, evidence based
policy making, policy design, policy problems, policy instruments, policy
implementation, policy evaluation.
Main public policy areas: education policy, family policy, labour market
policy.
Methods of policy analysis: cost-benefit analysis (CBA), cost-effectiveness
analysis (CEA), decision tree, impact analysis, Delphi technique, feasibility
assessment technique, implementation analysis, intervention logic analysis.
Forms of studies and requirements to finish the course:
Lectures: face-to-face in university, recommended participation. For each
lecture student has to listen to one podcast and read one blog post or an article
(the list of sources will be given at least 5 days before the lecture) that will be
discussed in the lectures.
The aim of the lectures is to enable the students to understand the theories and
concepts of PPA.
Seminars: face-to-face discussions on assigned literature (the list of sources
will be given at least 5 days before the seminar). It is compulsory to participate
in both 2 seminars. In case of an urgent need to miss a seminar, students have
to inform lecturer before the seminar that will be missed and agree on an
independent work to compensate the missing.
The aim of the seminars is to develop students’ in-depth understanding of
knowledge and skills related to PPA.
Labs: practical excercises. It is compulsory to participate in both labs. In case
of an urgent need to miss a lab, students have to inform lecturer before the lab
that will be missed and agree on an independent work to compensate the
missing.
The aim of the labs is to develop practical skills of carrying out PPA.
Participation in the seminars and labs is needed to get the permission to submit
the policy analysis and to do the test which are prerequisites to pass the course.
Learning outcomes in the course
Upon completing the course the student:
- knows and understands the main concepts and dilemmas of public policy, public policy making and public policy analysis;
- knows what are the main dimensions, characteristics, problems and trends of main public policy areas;
- has practical skills on analysing contemporary public policy problems;
- has an ability to engage in discussions on various public policy related topics.
