Course aims
The objective of the course is to create an opportunity:
- to understand the development history of vocational education and what is involved in organising vocational education;
- to understand regulations and institutions whose activities influence the organisation of vocational education and its development directions;
- to understand factors that affect the reputation of vocational education;
- to understand the problems of supply and demand in terms of qualifications and competences on the labour market.
Brief description of the course
The development history of Estonian vocational education. Vocational education systems in the European Union and around the world. Estonian vocational education system. The legislative framework that regulates vocational education. Main European Union regulations in vocational education; Estonian qualification system. Links between vocational education and the labour market: different approaches, supply of qualifications and competences in education and demand on the labour market. The development of supply and demand, main contradictions and their causes at the state, company and individual level.
Learning outcomes in the course
Upon completing the course the student:
- understands the history of vocational education in Estonia and the Estonian vocational education system;
- analyses the links between the Estonian vocational education and qualification system and the economy, the problems of supply and demand of labour;
- analyses documents that affect Estonian vocational education policies and the development of vocational education from the perspective of vocational education and labour market links, using relevant scientific education and vocational education terminology;
- analyses the tasks and responsibilities of the most important organisations in Estonia and in the European Union that affect vocational education policies.
