Course aims

The goal is to
- get an overview of the ethics of a public servant, principles of document management, and the regulations of official language;
- acquire the general principles of language of administration, models of typical genres and an ability to implement them according to an adressee;
- acquire the regulations of standard Estonian; the ability to avoid, if necessary, too complicated syntax and find ways to adequately intermediate the content of a law.

Brief description of the course

Overview of principles of document management, records management programs in Estonia, the ethics of a public servant.
Language of an official communication, taking into account the addressee. The format and language of documents. Normative acts, including requirements of official language.
General principles of the language of administration (explicitness, unambigouity, finding and using of legal terms, avoiding redundancy) and models of typical genres, usages of these genres concerning the addresse, adequate intermediating of the content of a law.
Linguistic politeness. Specifity of the electronic communication.

Learning outcomes in the course

Upon completing the course the student:
- knows the regulations of administrative language;
- can characterize the specific nature of the language of administration, and use the clear and unambiguous language;
- able to compile the correct documentation, consider the addressee of the document and ethics of the public servant;
- describe the elements of the document, the evaluate the language of the document according to regulations of Estonian and best practicies of administration;
- follow the law and mediate the content of a law adequately.
