Course aims
The aim of the course is to provide students with knowledge about the organization of document management in the organization and at the state level, the development of the information society, the state information system and its management tools.
Brief description of the course
Adherence to the principles of decentralized development in the development of the state information system supporting the provision of public services in Estonia. The Open Method of Coordination as a prerequisite for distributed development. Coordination of the development and management of the state information system. Important starting points for the country's IT architecture: technical interoperability, security, openness, flexibility and scalability. Principles of Service Oriented Architecture (SOA). Information services through so-called "service interfaces". Infrastructure services and systems providing them. ISKE reference security system. State information system management system RIHA and its components. Information systems data exchange layer X-Road. DVK Document Exchange Center. Services of the state portal eesti.ee. Estonian personal identification code and digital identity documents. Digital signature and digital temple and authentication. XML repository and data description coordination.
Learning outcomes in the course
Upon completing the course the student:
- has an overview of the information society, the state information system and its management tools;
- is able to organize document management according to the development needs of the information society;
- has knowledge of the principles of interoperability and the possibilities to ensure them;
- is able to develop a document management system based on the principles of open coordination.
