Course aims
- To create the prerequisites for obtaoning the knowledge on the essence of information policy and strategy, the development of information society
- To support the ability to analyse and treat critically the EU and Estonian documents on information policy
- To foster the understanding of the role of information policy in different fields of the society
- To support the obtaining of knowledge on the institutional and social aspects of information policy
Brief description of the course
The course include five modules:
1. The areas of informational infrastructure and information policy. The role of information policy in the context of information society. Critical treatments of information society. The characteristic features of Estonia as information society.
2. Information policy in Estonia. An analysis of the basic documents of Estonian information society strategies. Information policy and programmes of the European Union
3. Information policy in public administration, the concept of public information. Public portals as an element of public information system. Practical analysis of the portals
4. Social aspects of information policy
5. Moodul. Digitisation of cultural heritage as an element of information policy

Learning outcomes in the course
Upon completing the course the student:
- understands the role of information policy in the society, knows and is able to analyse information policy of different fields and sectors;
- knows the implementation of information policy and is able to critically analyse the basic EU and Estonian documents on information policy and strategy;
- values the elaboration and implementation of the principles of information policy and strategy as a factor in the development of the field.
