Course aims
The aim is to provide students with basic knowledge and skills to create an organization´s information technology strategy and to make decisions based on it with the aim of achieving competitive advantages through mapping, planning and designing the use of information technology.
Brief description of the course
The course is designed according to the IT manager's professional standard
(https://www.kutseregister.ee/ctrl/et/Standardid/vaata/10699432), linking the areas covered by other subjects as a whole.
At the same time, the topics covered in the relevant separate subjects (relationship management, personnel development, architectural design, risk management, information security strategy development and management, procurement, information and know-how management, project management) are considered only from the perspective of strategic management. The following topics are covered:
• Basic concepts of strategic management (strategy, strategic management, vision, mission, goals).
• Principles, models and techniques of organizational analysis.
• Theories and practices of strategy development.
• Strategy implementation instruments.
• Basic concepts of IT strategy.
• Alignment of IT and business strategy.
• Enterprise architecture as a strategic tool.
• Development of a business plan, tools and methods used for this purpose.
• ICT process improvement and business change management.
• IT governance (including quality management, procurement policy design, innovation management, project portfolio management, etc.).
• Monitoring the development of technology.
During the course, some top managers are invited to share their experience and present case studies in IT strategic management.
Learning outcomes in the course
Upon completing the course the student:
- understands the principles of strategic management and IT strategic management, is aware of relevant business models, frameworks, tools and methods;
- can analyze and critically assess the situation of a real company and recognize competitive advantage in real life cases;
- can articulate the connections between IT management areas and the organization's strategy;
- can prepare the company's IT strategy and business plan;
- is able to develop innovative solutions and evaluate their impact using a strategic management perspective;
- knows IT governance principles, frameworks and practices;
- is familiar with Estonia's experience in IT strategic management and the most important international technology trends
